Add package-structure to repository

Hello, I want to use your repository with friend and download it via pip (pip install git+https://github.com/kheyer/OTDD), but for that project would require either pyproject.toml or setup.py, and __init__.py files in directories. Are you possible to add this? Also can you add some open LICENSE to the project?
