I'm unclear how this would fit with something like Transfer Size Policy ... ? It seems adframe=enforce isn't needed when developers use something like:

Transfer-Threshold: {"default":"100", "self":"*", "*.ads.com":"style:50, total:500"}

Since this applies to all resources on the page, what value does adframe attribute add on top of that?

First, let me note that I'm not convinced AdFrame is a good idea. But the idea of it is it's just a standard policy (for TSP, CPU, Memory, etc) that is applied to ads. Note that TSP doesn't actually stop loading, it just reports that the threshold has been crossed via an event. If you want to use your own TSP policy instead then that's fine.
