Resource Disposer Plugin: 0.24

We've been having issues with the AsyncResourceDisposer not being able to keep up when cleaning work spaces, i was trying to sign up for an account so i could raise a feature request to expose the maximium amount of threads it uses as a configureable option instead of hard setting it at 10 threads in the code.

We had a recent increase in spam submissions to the Jenkins issue tracker. We've disabled account registration for 12 hours in hopes that the spammers will reduce their misuse of the Jenkins issue tracker and reduce the time we waste removing their spam.

Wait 12 hours and try again.
