Version string in refactor_2022

refactor_2022 has an attempt to include the repo's current git tag as the version string supplied to setup.py, but it's currently broken. For builds that aren't tagged we may want to inject the commit id (first 8 hex digits or so) and ensure this string gets propagated to the JSON log output's version field.
