[TASK] HPC Submodule loading from RAVEN input

Issue Description

Sometimes models being run by RAVEN in parallel runs on high performance computing systems require some modules to be loaded to run successfully. RAVEN could provide a block in the RunInfo block that would allow the user to specify these modules to load, rather than requiring a "wrapping script" to enable this behavior.

• 4. If the issue is a defect, does it impact the latest release branch? If yes, is there any issue tagged with release (create if needed)?
• 5. If the issue is being closed without a pull request, has an explanation of why it is being closed been provided?
