Hudson: 2.2.1
Git Plugin: 2.2.1

I personally am using Included Regions without Excluded Regions, but experiencing the same problem. When a commit is directly made to master, then the included regions settings work properly; when a merge is performed, there will always be a build regardless the included regions settings.

I tried restarting hudson but no magic showed up.
