Is your feature request related to a problem? Please describe.

The Go SDK Baggage API is very literal to the spec. We could make it friendlier with simplifying adding attributes to baggage (for example, string encoding values being added and decoding in the BaggageSpanProcessor before being added as span attributes).

Proposed implementation names: BaggageHandler, Stevedore, … ?
