CKV_AWS_146 checks for non-existing attribute #473

CKV_AWS_146 (AWS RDS DB snapshot is not encrypted) checks for the argument storage_encrypted = true in Terraform, but this is an attribute of the Terraform resource, not an argument, so it can not be given as input.

Not sure how this should be approached as it does not seem like there is an argument available to cover this check.
