Move event intake interfaces to event-intake module

In order to construct the event intake module, we need to extract event intake related interfaces from swirlds-platform-core. Please note that this will include moving additional components from swirlds-platform-core in swirlds-common or other suitable module, so that we avoid having circular dependency between event-intake and swirlds-platform-core, since swirlds-platform-core will start depending on event-intake and using its interfaces. Once we extract all code base out of swirlds-platform-core, this circular dependency risk will be removed.
