Prevent delete of non-empty categories and budgets

Budgets and categories may have contents that are not visible to an admin, such as from draft reports. Admins should not be able to delete a non-empty budget or category.

Since this can result in a deadlock (the admin can't see what is blocking), there should be an option to transfer all linked reports and expenses to another budget or category.
