geo/get_by_names should return a dict #11

The geo/get_by_names API returns details for multiple Geonameids as a list. It should return a dict since that makes data lookup easier.

Hasjob is currently the only consumer of this API and an update can be coordinated, so a breaking change won't have much impact.
