Right now we have a number of bazel macros floating around in test and non test areas that chain together heir-opt and heir-translate commands to build libraries that can be executed in test files.

We should move these out of the end_to_end directories and move them to a common directory. I'm pretty sure we'll find some overlapping functionality.
