We need to start building Flatcar images for OpenStack with https://github.com/giantswarm/capi-image-builder/

Some notes:

this has to be done with this fork (unless it finally gets merged): Fix SSH/scp/SFTP issues for OpenSSH 9.0+ and Flatcar stable kubernetes-sigs/image-builder#907
some post-processing is required, described in the issue: Flatcar support for OpenStack kubernetes-sigs/image-builder#937
