[Annotations] Ability to rescale the annotation geometries when changing the map scale (or when printing at another scale)scale)

Describe the bug
Use case :
I create an annotation on a specific scale (eg: 1:1066),
I print it and change the mapscale to 1:2000 or 1:4000 in the print preview window
=> the annotation is not at the same position as before and has not been rescaled.

Expected behavior
The annotation is rescaled to stay on the same geolocalisation as before.
