Promote EcoCyc to top-level resource for the purposes of the GO pipeline

Currently, EcoCyc is provided to us with https://ftp.ebi.ac.uk/pub/databases/GO/goa/proteomes/18.E_coli_MG1655.goa, in the UniProtKB namespace, as provided by GOA.

We have been requested, by Peter Karp, to get this under the EcoCyc namespace, so that we can link directly into EcoCyc's system, etc. This would require us having an upstream that supplied this info. (Likely coordinating with Alex.)

@pgaudet I've currently added this to the general maintenance/qc project; I'm not sure if there's a better location.
