problem in connecting to google earth engine using python

Hello everyone,
I have a problem connecting to the google earth engine when I run ee.Initialize() or geemap on python. I receive the bellow error:
<HttpError 403 when requesting https://earthengine.googleapis.com/$discovery/rest?version=v1alpha&prettyPrint=false returned "Forbidden">
I know that the problem is related to the internet connection. Is there anyone who knows how to solve this problem?

Are you using a VPN to access Google services? If yes, see below.

@giswqs thank you for your response. Yes, I use Open VPN connections with port number 443. I used the code in the above link you provided but I got this error:

HTTPSConnectionPool(host='earthengine.google.com', port=443): Max retries exceeded with url: / (Caused by ProxyError('Cannot connect to proxy.', NewConnectionError('<urllib3.connection.HTTPSConnection object at 0x00000253EB5EAD90>: Failed to establish a new connection: [WinError 10061] No connection could be made because the target machine actively refused it')))

Do you know how can I solve this?
