Update labels when a PR's base branch is changed #18

At the moment, the labeler is only ran when the PR is opened. If a user opens the PR against the wrong branch and then updates it, the labels will be wrong and need to be updated manually.

It would be nice if this action would support being run when the PR base branch changes, and it would:

  • Add the new labels (easy)
  • Remove the labels that are wrong (involves more work)
