Port the current codebase to Haskell or Purescript #2

The current bot is in Python for now, and we should port it to Haskell or Purescript.

Reasons:

Being an FP community, it would be nice to have our infra built using FP
People can practice on FP projects provided by the community which can lead to more participation.
