Fleet version: 4.58.0

Web browser and operating system: Latest Chrome or Safari

💥  Actual behavior

I've added a macOS app through VPP in dogfood. That app is not selectable for the Install software policy automation.
prospect-fourier reported this today.

Opening as a bug because it's not clear that we are tracking this correctly.
#20884 - Was closed then re-opened and only mentions iOS/iPadOS
#19551 - Closed and released
#22656 (comment) - Seems to be acknowledging this hasn't been implemented but then links to #20884 which only mentions iOS/iPadOS (which don't have policy automations).

🧑‍💻  Steps to reproduce

  1. Add a macOS VPP app to a team
  2. Create a Policy under that team
  3. Select Manage automations > Install software > Observe app is not available

#20884 is the ticket for this, so this one is a duplicate (initial rev, scoped in #19551, intentionally skipped VPP). Will defer to @noahtalerman on closing this one out but maybe the ticket description on #20884 needs updating. /cc @marko-lisica

This is expected. We intentionally skipped VPP, and we have story to add that (#23115).

I think this empty state is not clear, we should describe that only packages (custom and Fleet-maintained) can be installed.

@allenhouchins I think we should update this bug and improve copy so it's clear to the users until we include VPP apps. @noahtalerman Wdyt? It's probably worth improving copy here, since VPP will be available in ~6 weeks.

VPP apps hidden,
Now in Fleet's grasp, they bloom.
Effortless install.

@marko-lisica agreed! Can you please track a feature request for this one? Because it's a small UX win, we can peel a user story off of it and prioritize ASAP.
