Implementing the drag-to-reorder behaviour with multiple selection would be extremely tricky I imagine. Perhaps it's fine if we disallow reordering whenever multiple items are selected?

I don't know exactly what part you ref as being tricky. As far as UX, you can visually group those items (like an item showing how many items are selected) when dragging and drop them together in one place whatever were the source. It's how ExtJs does that.
