• FFI assets are generated and available when using the automated GH release flow

Why Important:

The absence of FFI assets is causing significant inconvenience for developers. It requires manual compilation of FFI when switching to the Lotus master branch, which is time-consuming and disruptive to the development workflow. This issue impacts productivity and could potentially lead to delays in development and testing processes.

User/Customer:

Developers working with Lotus, particularly those who frequently switch between different branches.

• Investigate why the release-check workflow (https://github.com/filecoin-project/filecoin-ffi/blob/master/.github/workflows/release-check.yml) is not triggering or completing successfully for the 1.30-dev branch.
• Review the condition at line 24 of the release-check.yml file, which may be causing the workflow to be skipped.
