[Epic] Istio support

Istio is micro service management mesh. Need to implement following set of features

• sidecar injection - Kubinject
• Smart canary - RouteRule implementation from pom.xml, yaml file

Charles did working version of the fmp enricher, we can reuse it and add test cases.

here is the project which has been tested for istio 0.2.12, 0.3.0, 0.4.0. https://github.com/snowdrop/fmp-istio-enricher

Remark : enricher only generates deploymentconfig, imagestreams and should be updated to also support k8s deployment

Shouldn't it only add the label to enable the automatic injection of the sidecar?
