Review removing midonet init.d script from cookbook. Review systemctl changes for midonet, and dependency services.

This ticket is to discuss/track the following:
-Removing the midonet init.d template from this cookbook and using the init.d script shipped with the software. Originally the script was not reporting status correctly and possibly affecting other parts of the CB.
-Review use of Linux service blocks, and using systemctl where appropriate. (midonet, tomcat, cassandra, zookeeper, etc).
