Have been directed here from https://www.eclipse.org/forums/index.php?t=rview&goto=1871862#msg_1871862 and that covers the problem. The ongoing problem with icons being too small.
Am building a new machine from scratch so have the latest download of eclipse
Eclipse IDE for PHP Developers (includes Incubating components)
Version: 2024-09 (4.33.0)
Build id: 20240905-0614
Just hacking the icons would be a help, although disabling the tool bar is not a problem today.
