guild.members.fetch() not working from doc

I'm using this example to fetch all members

here is my code:

this error occur:

I believe you are doing this before the client is ready. You need to do this in an event - are you not doing that?

by the way is there any limitation of member.roles.add()?
I get all members and gave them role, but only first few get the role

There is limitation. That's API spam, and you will get ratelimited
