User Story:

As a Governance Authority I want manage a list of schemas that Issuers can use to write credential definitions to the ledger, so that the trust ecosystem can bootstrap and maintain trusted interactions according to the governance framework

To do:

add static JSON file that is loaded to the database at startup, we assume that all data inside the JSON has been approved by governance authority
add HUI for governing authority to mange the list - requires access management
