how does the order of used assets in mosaic tiler determined?

It seems the list is based on the dictionary is non-deterministic? It uses cogeo_mosiac function assets_for_tile, that call get_assets function which iterates through a dictionary.

Is this understanding correct? If yes, then it means the tile function with pixel_selection of "first" will not guarantee the same results due to the returned assets list could be in random order?
