Allow dry-run of migration #1226

Actual Behavior

The migration does not allow dry-run of the migration.

Possible Solution

Add a validation-only RunMigrationConfig, that only runs the validations but do not actually prompt you to apply migration.

Context

This can be helpful in CI when all we want to do is validate our migration scripts.
