Issue Description

We noticed on a not so commonly used machine the following behavior when installing Podman 5.2.5 on Windows 10.
We ran the windows installer - following that the podman.exe wasn't installed / the podman installation wasn't in the PATH variable. But the installer succeeded. After a bit of troubleshooting we ran a wsl --update and executed the the installer again - after that the PATH variable was properly updated and podman was installed.

Podman wasn't installed despite the installer succeeded.

I don't know how it works on windows but on linux one needs to restart the terminal/shell to pick up the new env.
