Package ordering fails with multi outputs recipe

Bug:

When putting together a multi-package recipe with recipes containing multi-outputs, the order of dependencies seems randomly incorrect. I am encountering this issue when working on recipes that depend upon other staged-recipes (so I import them locally) and have to remove the outputs hierarchy so as to build them in the correct order
