Sometimes, like when we put in the earnings profile from the Full_Retirement.xml, we can be sure that the person is not affected by WEP just by reading it, even if they have years where income is not shown.
It is sort of a "false positive".
Depending on "Do you have earnings that do not show up on your Social Security record?" the current app displays the notice below.
Because the:
notice is appearing only based on that single question right now, it sometimes is shown even when we know very well that they don't need to see it.
We should be able to tell from the formulas that there is no difference between the WEP and the regular PIA and show a different more comforting/equivocal message to this group of people who answer "Yes" to "Do you have earnings that do not show up on your Social Security record?" but are clearly not affected.

Anne said that this is mostly fine. If we're concerned, we could edit the language of the warning: “reduces retirement benefits for retirees with fewer than 30 years of substantial earnings”?
She suggests "I don’t mind people falling under the policy but not being affected by it getting the warning - the slide show at the end explains why they’re not seeing a significant difference?"
