Emergency Home (map page) does not show map on mobile Safari on some iOS devices (6, 5s, 5, and older)

To reproduce:

• set the site to emergency mode
• browse via safari on an older iOS device (6, 5s, 5, ...)

Expected:

• the map

Actual:

• red alert area
• no map

note: to reproduce locally, use the iOS simulator that comes with xcode and go to http://localhost:3000 with Safari while simulating Device : iPhone 5s
