Task that reports duplicate dependencies across feature modules

If two or more feature modules depend on the same artifact, they will not be extracted into the base module (unless the artifact is already a dependency of the base module).

We should build a task that scans feature modules for these duplicate dependencies and recommends extracting them into the base module to prevent potential runtime errors and bloated feature APKs.
