Variable-length area codes?

Currently, the country data for Germany specifies a 3-digit area code. Unfortunately, the area code length can vary from 3 to 6 characters here. I guess it's not really possible to do that with the current architecture?

@milgner I will see what I can do. I have some large issues with the way the countries are stored and may be able to tackle this when I address the other issues.
