_assimilate_histogram function not handling reallocation of bucket counts ideally

The suggested solution for now is ensure that in this scenario the bucket count is reallocated in an evenly distributed fashion and the user is warned that the accuracy of the results may be affected due to shrinkage of bucket size (a.k.a increase in bucket count) for said histograms.
