Commit Request and Complete Commit Request Messages Sent Twice per Transaction

Currently two commit request and complete commit request messages each are sent between two endpoints. It's unclear for now whether both commit request messages are sent from the same endpoint, or if both commit request messages are sent from the same endpoint. There should only be one commit request message and one complete commit request message per transaction.
