Localization, and introducing es-MX

With this release we bring in i18n, and support for es-MX. Specific highlights below. In addition, we've improved the connection with Vioscreen for FFQ hand off, expanded activation code support, and laying the groundwork for modeling FFQ data locally

A collection of updates

Primary reason for deploy is support for experimental results in microsetta-interface. A few other items are included:

• Patch to migrate some existing projects to be microsetta. This was necessary as these projects were accidentally remarked as not being microsetta (#313, #314)
