currently we use xstatic-bootstrap 3.3.7(.1).

on pypi, there is also a xstatic-bootstrap 4.1.3(.1) package, but when using it, the bepasty UI is broken - this is why setup.py says < 4.0.0.0 currently.

so, likely our stuff needs some fixes to be compatible - if that is fixed, the restriction can be removed from setup.py.
