Ability to add a favourite card for CONSEP screens

As a CONSEP user I want the ability to favourite cards that link to screens So That I can view my most used screens on my dashboard and easily navigate to them

Acceptance Criteria

• Given that I am a TSC admin users, When I favourite a CONSEP screen, Then the card for that screen appears on my CONSEP dashboard
• Given that I am a TSC admin user, When I hover my cursor over the "info" icon beside the "my favourite activities" title, Then a tool tip is shown that says "Click the heart icon or select the add favourite button activity"
