BUG - Inconsistent format & validation of CRA numbers

Describe the bug in current situation
property manager page, SIN format validation requires 9 digits with no spaces (ie. 123456789)
But on Host page, SIN format validation requires 9 digits with spaces (ie. 123 456 789)
Format validation should be consistent across pages.

Guidance and format of CRA numbers is not consistent.
Property Manager BN = 999999999
Host SIN = 999 999 999
