Pull release with Terraform Cloud removed

Describe the task

Create a new release version for CAS-CIIP-Portal that includes the migrated Terraform code from #2277.

Acceptance Criteria

• Release to -test
• Release to -prod

Will release this to -test (and eventually prod) once #2276 is merged during the merge party (and it goes smoothly).
Will budget half a day to this test/prod release, as there may be unanticipated issues with packeges due to infrequent releases. Will assign a planning value once we've decided on our methodology in our inceptiuon meeting Feb 13, 2024.
