Provide the ability for staff to file on behalf of a corporation

Scenario: Staff to file an AR on behalf of a business

GIVEN the AR is eligible to be filed
WHEN a staff logs in and is authorized to access the corporation
AND an AR can be filed for a corporation(s)
AND the staff selects the business
AND the staff files the AR
THEN the AR is filed for the business
AND the database records are updated

Since the intent of this filing is to get people to login, create an account and affiliate, I would suggest not working on this change as a priority.

Staff can continue to file in COLIN and will have the ability to file in the Business Registry when the filing is available from the dashboard.

tix in the sprint backlog are ranked in order and should be the next priority :-) We can review the product backlog items together, which are also ranked in order.

We will need this tix to be completed at some point (just not right now as it's close to the bottom of the list) and using the same flow staff use today.
