Submission type field (a mandatory field) in the Submission Site RM allows for a non-selection.

The behaviour I'm seeing is the appropriate error message is displayed if there is never a value added to the list, however if you add/remove a value the card (incorrectly) saves.

This is an Arches Core bug. Opened a ticket for this issue here: archesproject/arches#10617
