Support on-demand backend per fork

For the app's testing purposes it is need to be able to create a tenderly fork and setup a short-lived instance of the server to work with it.
You can safely assume using latest block. For the process to be quick it's best to be able to rely on existing DB.
Tests run in parallel - for per each.
