It probably needs to be edited so it doesn't reference specific themes and fonts from the gigantic ubuntu-desktop and unity packages, but it would be a pretty good start to work with.
I think it's worth starting up this xsettings daemon on startup, since it gives the linux-side X clients that use GTK a bunch of information (font rendering, palettes, etc) that don't get read from .Xdefaults or .Xresources.
