[RFC] 增加构建/运行时元信息目录约束 #18

考虑增加以下两个明确的路径约束：

构建目标目录 .build
- 构建结果文件
- manifest.json
- ...
运行时元信息文件目录 .run
- 启动日志
- 故障排查文件
  - 计算后的 config 结果
  - 生效的 plugin 列表
