When modifications are made to Ark's protobuf definitions, it is necessary to regenerate the SDK's REST client to ensure it reflects the latest changes.
We should implement a check within our GitHub Actions (GHA) workflow that detects changes to the protobuf files similar to what we did with go work sync.
