Provisional Edits - Image upload doesn't show on existing resources #10684

Arches project version: 7.5.1
Web Browser: Chrome
Python version: 3.10

When a provisional editor attempts to add an image to an existing resource, the file is not uploaded and the screen returns to the upload widget.
However, If the provisional editor is adding an image to a new resource then the upload is successful

The first recording shows the provisional editor attempting to upload to an existing resource and add an image to a new resource
Existing resource: HI-63 when the screen returns to the widget only the existing images are present and the card is not provisional.
New resource: HI-17499 - Image is successfully uploaded.

First the reviewer goes to HI-63 and there are no new provisional images available, confirming the upload did not work. Secondly the reviewer QAs HI-17499 where the image is present
