Reference datatype mostly validates just for k/v pairs existence #44

ReferenceDataType.validate() mostly just checked that expected k/v pairs are present, but (if we choose) we could validate:

list item pk exists in the db
URIs pass a url validator
labels:
- list item value pk exists in the db
- language pk exists in the db
- valuetype pk exists in the db
