create scheme configuration

This is used to configure the generic sections of the scheme page. It should not contain business data, that will instead be handled by the page components themselves. This ticket should resolve how the configuration is defined, and where it lives.

The assumption of this ticket is that it will be a list of nodegroups(?) that will support the following layout

It may add complexity to support the summary section. If this proves simple, a stretch goal is to create a command that can generate the configuration from a model.
